Facebook monetization requirements come in two layers. Every tool sits behind Meta's Partner Monetization Policies, which ask for a Page or a professional-mode profile, original and authentic content, an eligible country and at least 30 days of established presence. On top of that, each tool adds its own gate: Stars needs 500 followers held for 30 consecutive days, Subscriptions needs 10,000 followers or 250 return viewers plus an engagement or watch-time bar, Content Monetization is invitation-only, and Creator Fast Track takes applications only from creators based in the United States, Canada, the United Kingdom or Australia.
Every requirement below was copied from Meta's pages on October 1, 2026. This page is only about getting through the door; what each tool pays and how it works once you are in sits in its own guide, and the overview of all of them is how to make money on Facebook.
The baseline every tool shares
Meta's overview of monetization rules splits them into three layers: the Community Standards that govern all content, the Partner Monetization Policies that judge your account as a whole, and the Content Monetization Policies that judge each reel or post. The middle layer settles most eligibility questions, and its conditions are concrete enough to test yourself against.

The policies set no age, but Meta's professional mode article says users under 18 aren't eligible for monetization, and in the Creator Content Monetization Terms you confirm you are at least 18. One clause is out of date: the policy still says in-stream ads need a sufficient follower base and a minimum number of videos, although Meta's Content Monetization page says in-stream ads ended on August 31, 2025.
Dated eligibility table (checked October 1, 2026)
Each row sets out the published gate for one tool. Where Meta's page states no figure, the cell says so instead of borrowing a number from a third-party guide.

The Content Monetization row is the one most summaries get wrong. Plenty of guides still quote follower and watch-minute targets for it, or for the retired in-stream ads program, yet none of those figures appears on Meta's current Content Monetization help page, which describes an invitation-only program and an interest form that does not promise an invitation.
Creators have separately reported a dashboard panel that offers a Content Monetization invitation for reaching a view target within a fixed window. Meta's help pages do not document it, so it is left out of the table; our Content Monetization guide sets out what has been reported and why your own dashboard is the rule that counts.
Country lists as Meta publishes them
Meta keeps a separate country list for each tool, and the lists do not match. These are the lists as they read on October 1, 2026; remember that the location of your payout account counts as well as where you live.
Creator Fast Track
Meta's application article and the program page both name four countries: the United States, Canada, the United Kingdom and Australia. The list has grown since launch. A copy of the program page archived on May 5, 2026 still told applicants to reside in the United States or Canada, while the copy archived on May 12, 2026 named all four, so guides written before mid-May are out of date on this point.
Subscriptions
The Subscriptions requirements offer the tool to Pages in Argentina, Australia, Austria, Belgium, Bolivia, Brazil, Canada, Chile, Colombia, Denmark, Ecuador, Finland, France, Germany, Hong Kong, India, Indonesia, Ireland, Italy, Malaysia, Mexico, Netherlands, New Zealand, Norway, Peru, Philippines, Poland, Portugal, South Africa, Spain, Sweden, Switzerland, Thailand, Turkey, United Arab Emirates, United Kingdom and the United States, and say it is invitation-only everywhere else. Meta's About Facebook Subscriptions article lists the same markets.
Stars
The Stars availability section of About Facebook Stars lists Algeria, Argentina, Austria, Australia, Bangladesh, Belgium, Belize, Bolivia, Brazil, Bulgaria, Cambodia, Canada, Chile, Colombia, Costa Rica, Croatia, Cyprus, Czech Republic, Denmark, Dominican Republic, Ecuador, Egypt, El Salvador, Estonia, Finland, France, Georgia, Germany, Greece, Guatemala, Honduras, Hong Kong, Hungary, India, Indonesia, Iraq, Ireland, Italy, Japan, Jordan, Laos, Latvia, Lithuania, Luxembourg, Malaysia, Mexico, Morocco, Myanmar, Nepal, Netherlands, New Zealand, Nicaragua, Pakistan, Panama, Peru, Philippines, Poland, Portugal, Puerto Rico, Romania, Saudi Arabia, Singapore, Slovakia, Slovenia, South Africa, South Korea, Spain, Sweden, Taiwan, Thailand, Turkey, United Arab Emirates, the UK, the US and Vietnam. The same article says Stars cannot be sent from Crimea, Cuba, Iran, North Korea, Russia or Syria.
Content Monetization
Meta's country and language availability page lists these countries and territories for content monetization ads: Algeria, Argentina, Australia, Austria, Bangladesh, Belgium, Bolivia, Brazil, Bulgaria, Canada, Chile, Colombia, Cyprus, Czech Republic, Democratic Republic of the Congo, Denmark, Dominican Republic, Ecuador, Egypt, El Salvador, France, Georgia, Germany, Ghana, Greece, Guatemala, Honduras, Hong Kong, Hungary, India, Indonesia, Iraq, Ireland, Israel, Italy, Japan, Jordan, Kenya, Malaysia, Mexico, Morocco, Nepal, New Zealand, Nigeria, Norway, Peru, Poland, Portugal, Puerto Rico, Romania, Saudi Arabia, Singapore, South Africa, South Korea, Spain, Sri Lanka, Sweden, Switzerland, Taiwan, Tanzania, Thailand, the Netherlands, the Philippines, Tunisia, Turkey, Uganda, Ukraine, United Arab Emirates, United Kingdom and United States.
The same page limits the languages that can earn to Arabic, Assamese, Bengali, Bhojpuri, Dutch, English, French, German, Gujarati, Hebrew, Hindi, Italian, Indonesian, Japanese, Kannada, Khmer, Korean, Malay, Malayalam, Mandarin, Marathi, Oriya (Odia), Polish, Portuguese, Punjabi, Romanian, Russian, Spanish, Swedish, Tagalog, Tamil, Telugu, Thai, Turkish, Ukrainian, Urdu and Vietnamese, and it marks Assamese, Bhojpuri, Gujarati, Hebrew, Japanese, Khmer, Oriya, Romanian, Russian, Ukrainian and Urdu with an asterisk it never explains. A separate article warns that reels mixing languages, such as speech in one and subtitles or background music in another, may not be eligible at all.
Professional mode: switching on, and what switching off costs
If you create from your personal profile, professional mode is the switch that makes it an eligible surface. Meta's instructions are short: open your profile, choose Options below the profile header, select Turn on pro mode and confirm. According to Meta's overview of pro mode, the profile is then set to the Digital creator category by default, anyone can follow it, and your existing post privacy settings stay as they were.
Switching back is where the cost appears. Meta says that turning pro mode off removes followers who are not your friends, removes your content and audience insights, ends content protection for your original posts and pauses future payouts and bonuses, although pending ones are still paid. If you are partway through an application or a bonus, leave the setting alone until it is finished.
Where to check your status
Meta's eligibility check article gives two routes, one for each device:
- On a computer, open Meta Business Suite and click Monetization on the left; if it is missing, look under All tools, below Sell products and services.
- Read the Status section for any monetization violations, then click View Page eligibility.
- Programs you can join now appear at the top with a Set up button, and the ones you cannot join yet sit below Other monetization programs.
- On a phone, open the Professional dashboard, which needs professional mode switched on, and tap Monetization.
- A program marked Ready to set up is open to you; Not yet eligible above the list means it is not, and tapping a program shows the criteria still missing.
If the dashboard shows a restriction you believe is wrong, Meta's demonetization article says an appeal can be submitted only once and is typically answered in seven days or less, so gather your evidence before you send it.
Pre-application checklist
- Confirm you meet the adult age requirement and that the birthday on your account agrees.
- Switch on professional mode or create a Page, and note the date, because the established-presence clock starts there.
- Check that you live in a country on the list for the specific tool and that the bank or PayPal account you will connect is held in an eligible country too.
- Review recent posts against the Content Monetization Policies: text montages, looping clips, slideshows of still images, static-image polls, embedded ads and engagement bait cannot be monetized.
- Remove or rework reposts that add nothing of your own, and end any paid or coordinated sharing.
- For Stars, read your follower count in Insights and make sure it has stayed above the bar for the whole qualifying run, not just today.
- For Subscriptions, compare your followers or return viewers and your recent engagement or watch minutes with the published bar.
- For Creator Fast Track, confirm that no Facebook reel has gone up in the past six months and that your outside account shows the follower and view totals Meta asks for.
- Check every admin, linked Page and payout account for past policy problems, since a violation by any of them can block you.
- Have your legal name, date of birth, address and tax ID ready and matching each other exactly for payout setup.
- Treat any invitation that arrives by direct message or unfamiliar link with suspicion; genuine ones also show up in your Monetization tools.
When Meta's pages contradict each other
- Open enrollment: Meta's October 2024 announcement said open enrollment for Content Monetization would not arrive until 2025, the program page now says it is planned for the near future, and on October 1, 2026 the program was still invitation-only.
- Subscriptions thresholds: links titled Eligibility requirements for Facebook Subscriptions now land on the general About Facebook Subscriptions article, which carries no thresholds, so the numbers are only on the Facebook for Creators Subscriptions page.
- Stars availability: the desktop setup article calls Stars available to select creators and says Stars on photo and text posts may not reach every eligible creator yet, a caveat the eligibility page leaves out.
- Fast Track countries: guides written before mid-May 2026 still give the launch list of the United States and Canada, which Meta's program page had replaced by the May 12, 2026 capture.

Limitations of this page
These are Meta's published requirements on October 1, 2026, and meeting them only lets you apply or be considered. Meta reviews a Page before its first monetization product, can decline or remove access at its discretion and does not publish its criteria for Content Monetization invitations. Country lists change without notice, a figure stated for one market may not apply in another, and the terms you accept inside the app take precedence over any help page.
