To become a TikTok Shop affiliate in the United States, open TikTok Studio, go to Monetization, then TikTok Shop for Creator and tap Join now, as the US creator onboarding guide describes; the US Creator Eligibility Policy says affiliates must be at least 18, based in the US and have at least 1,000 followers. After approval you confirm your age, verify your identity before withdrawing commission and, under that same policy, spend at least 30 days in a restricted Pilot Program if you have fewer than 5,000 followers.
The application is quick; the rules after it are not. Verification has attempt limits, the posting quota counts deleted videos, product access depends on scores you may never have checked, and sellers can see how reliably you post about free samples. This guide reads the US and UK TikTok Shop Academy pages as they stood on 1 October 2026, flags where they conflict, and ends with a tracker and a first-month checklist.
Affiliate, marketing or official shop creator: pick the right door
TikTok Shop sorts commerce accounts into three creator types, and the type decides what you may promote. Each row comes from the US page in its Source column.
| Creator type | How you get it | Follower rule (US) | What you can promote | Source |
|---|---|---|---|---|
| Affiliate creator | Apply yourself in the app | At least 1,000 followers | Products from any participating seller in the Product Marketplace | Creator Eligibility Policy |
| Marketing creator | Accept a marketing creator bind from a seller | None to bind; 5,000 followers before promoting other sellers' marketplace products | The bound shop's products, plus marketplace products once eligible | What You Need to Know Before Becoming a TikTok Shop Creator |
| Official shop creator | Accept an official creator bind from a shop | No minimum | Only the bound shop's products, under the same account name as the shop, with no marketplace access | Creator Eligibility Policy |
Selling products you make or stock yourself is the seller route, and it can run alongside affiliate work: TikTok Shop's US application article says you need not choose between creator and seller if you meet the criteria for each. The trade-offs are in TikTok Shop creator vs seller, and views-based pay is a different programme again, covered in the Creator Rewards Program eligibility guide.
US and UK requirements, side by side
The UK pages differ from the US ones in more than spelling. Each entry comes from the pages in its Source column.
| Requirement | United States | United Kingdom | Source |
|---|---|---|---|
| Followers to join as an affiliate | 1,000 | 500 in the eligibility policy dated 3 September 2026; the Getting Started Checklist dated 5 May 2026 still says 1,000 | UK policy; UK checklist |
| Where you are | Based in the United States | Using the account from the country where it is registered | US policy; UK policy |
| Recent activity | Not stated in the US policy | A video posted in the last 28 days | UK permissions page |
| Daily shoppable ceiling for every creator | Up to 30 shoppable short videos and 60 shoppable photo posts a day, effective 11 May 2026 | Up to 25 shoppable videos and 50 shoppable photos a day | US policy; UK Top Tips page |
| Losing access over follower count | Not stated in the US policy | Only once followers fall more than 100 below the local threshold | UK policy |
When two pages for one market disagree, the policy is binding and here also newer, so treat the UK checklist's higher follower figure as out of date, while still reading what your application screen asks for. The UK permissions page also says criteria vary by country and change periodically, so outside these two markets use your own country's Academy site.
Region also decides who you contract with. In the US the app is run by TikTok USDS Joint Venture LLC under the US Terms of Service (revised 15 July 2026), which name BD TikTok USA LLC, called TT Commerce & Global Services, as a partner for e-commerce functions. The UK TikTok Shop Creator Terms of Use name TikTok Information Technologies UK Limited as the other party. Read the creator terms your app shows when you join.
Applying, then confirming your age and identity
The US route is the one in the opening answer; the UK permissions page describes Creator tools, then TikTok Shop. Either way it is an application you submit, not an invitation you wait for. If you meet every listed requirement and are still turned down, the US application article says you can open a ticket and ask TikTok Shop to investigate.
Three separate steps follow, and they are easy to mix up:
- Age confirmation. The US age confirmation page gives affiliate and marketing creators 60 days from onboarding or the first in-app prompt, after which you can lose access to TikTok Shop Creator Center. The methods are facial age estimation, a credit card authorisation, or ID photos with selfies, and the eligibility policy caps attempts at 3, 6 and 6 respectively. Until you finish, product links may be hidden from viewers.
- Identity verification. The US identity verification page says you must verify before withdrawing commission, using full name, date of birth, address and photos of a US driver's licence, state ID or passport. It allows up to 10 tries for image problems, then an appeal with up to 2 attempts, and one ID can verify up to five creator accounts.
- Commission account. Payout and tax details come last; the TikTok Shop affiliate commission guide covers them alongside settlement timing.
The UK permissions page adds that TikTok Shop may ask for ID, including a selfie holding it, before reviewing an appeal against a refusal or restriction, and that a permanently revoked permission cannot be restored.
The US Affiliate Creator Pilot Program
New US affiliates below the follower bar for full access start in a restricted phase. These are its rules as the US pages state them:
| Pilot rule | What the US pages say | Source |
|---|---|---|
| Who is enrolled | Affiliate creators with fewer than 5,000 followers, for at least 30 days | Creator Eligibility Policy |
| Product access | Only products from shops with a Shop Performance Score of 95% or higher | Creator Eligibility Policy |
| Posting limits | Up to 3 shoppable product videos a day and 3 shoppable LIVEs a week; no campaigns | Creator Eligibility Policy |
| Extended Pilot Creator tag | Stricter limits of 3 shoppable videos and 1 shoppable LIVE a week, and no graduation while the tag lasts; the pilot page ties the tag to mass-produced, non-original or repeatedly violating content | Pilot Program Introduction |
| Full graduation | 5,000 followers and at least 30 days in the Pilot Program | Creator Eligibility Policy |
| Partial unlock below 5,000 followers | After 30 days, at least 176 Creator Health Rating points, a probation quiz and one of: 6 shoppable videos of at least 8 seconds, 1 shoppable LIVE of at least 5 minutes, or 10 orders; this lifts most limits, but the 3-a-day shoppable video cap stays | Pilot Program Introduction |
What counts against the quota is where planning goes wrong. The Pilot Program page says a shoppable video counts once published even if you later hide or delete it, a scheduled one counts when you schedule it, one removed for a violation still counts, and adding a product link to an old video makes it count. Drafts, failed uploads and videos without product links do not, and non-shoppable posts and LIVEs are unlimited. A shoppable LIVE uses a slot once you add a product link and go LIVE, even if lag or moderators cut it short.
Three wording problems on these pages are worth knowing:
- An FAQ on the onboarding guide still says creators under 5,000 followers can post 5 shoppable videos a week, while the pilot page says that limit moved from 5 a week to 3 a day for creators who graduated before 29 April 2026. Treat the weekly figure as stale.
- The pilot product rule expresses the Shop Performance Score as a percentage, but the Affiliate Marketing Policy dated 30 September 2026 describes the same score on a scale of 0 to 5. Go by what the product filter in your app allows.
- The onboarding guide also says the shoppable post quota for creators under 5,000 followers refreshes every Monday at midnight PST, which sits oddly beside a per-day limit. Trust the counter under Creator Center, then Settings, then Creator Pilot Program.
In the UK, the Top Tips page says new creators must pass a Creator Pilot Program, but none of the UK pages read for this guide set out its limits, so do not assume US quotas apply there. Shoppable LIVEs also need ordinary LIVE access, with its own rules, covered in how to go LIVE on TikTok.
Choosing products you are allowed to promote
Products come from the Product Marketplace inside Creator Center. The US Product Marketplace guide describes searching by name, brand or category and filtering by price, commission rate and category. You can also paste a product URL from a seller, tap Promote this product on an item in another creator's video, or use an Add Product card in your For You feed. Some global brands make you accept their own terms first.
Seeing a product is not the same as being cleared to promote it. The Affiliate Marketing Policy says category thresholds can require a Promotion Performance Score of 3.5 or higher and a Creator Health Rating of 150 or higher, alongside a sales record and consistent content quality, and that adding a product you do not qualify for may be declined with an automated notice. During the pilot the shop score filter applies on top.
Within what you can add, choose as carefully as you would for a paid brand deal:
- Test the product yourself and read its page for claims you would be expected to repeat. Health, beauty and money claims carry extra restrictions, explained in TikTok Shop creator content guidelines.
- Check the seller's reviews, delivery promises and returns policy, because refunds come straight out of what you are paid.
- Compare the rate on offer with similar products before spending a video slot on it. The seller sets it and can change it, and the rules for those changes are in the commission explainer.
- If a brand you want to work with is not in the marketplace, a brief pitch backed by an influencer media kit gives its team something concrete to invite you from.
Samples, and what you owe for them
Samples come in two kinds with different obligations. The comparison uses the US samples guide updated 24 September 2026 and the US Sample Integrity Policy.
| Aspect | Refundable sample | Free sample | Source |
|---|---|---|---|
| Who can get it | Eligible creators, with no seller approval | Creators with TikTok Shop sales in the last 120 days, subject to seller approval | Samples guide |
| Cost | You pay, then get a full refund including shipping and tax once your content meets the seller's sales goal, which the guide says is usually 1 to 3 orders | Free, and you keep the product | Samples guide |
| Deadline | 120 days from receipt to reach the goal; the guide suggests the first 90 because qualifying orders must clear a 30-day return period | Post within 14 days of receipt, with reminders 3 days and 1 day before | Samples guide |
| What counts as posting | Content with the product link attached; several posts can add up toward the goal | A public video kept up for at least 3 days, or a LIVE of at least 10 minutes with the product pinned | Samples guide |
| Extra time or exemption | No posting deadline inside the window | One 7-day extension per sample, and one appeal if the item arrives defective | Sample Integrity Policy |
Free samples also leave a record you cannot see. The Sample Integrity Policy says sellers see whether your sample posting rate is OK, Good or Better and may reject requests on that basis, while creators cannot view their own rate. The samples guide adds that an overdue free sample keeps using your free sample limit until you post for it. Request only what you will film inside the window.
Eligibility and pilot tracker
Copy this into a spreadsheet and fill the last column from your own app. The rules are the US ones from the linked pages; swap in your market's figures if you are elsewhere.
| Item | US rule | Source | Where to check | Your entry |
|---|---|---|---|---|
| Followers | 1,000 to apply; 5,000 to graduate | Eligibility Policy | Profile | Count and date |
| Age confirmation | Within 60 days of onboarding or the first prompt | Age confirmation page | Creator Center banner | Date completed |
| Identity verification | Before the first withdrawal | Identity page | Creator Center, Earnings | Status |
| Pilot status | Standard or Extended Pilot Creator | Pilot page | Creator Center, Settings, Creator Pilot Program | Status and start date |
| Shoppable videos and LIVEs used | 3 videos a day and 3 LIVEs a week during the pilot | Eligibility Policy | Pilot counter | Used this period |
| Creator Health Rating | 176 points, plus the quiz and one task, for the partial unlock | Pilot page | Creator Health Rating page | Current points |
| Free samples outstanding | Post within 14 days of receipt | Samples guide | Manage Samples | Product and due date |
A first-month setup checklist
Work through these in order:
- Before applying, read your market's TikTok Shop content and disclosure rules, and remove old videos that would not pass them.
- Apply, then complete age confirmation on a day with no shoppable posts planned.
- Fill in the commission account as soon as the app allows, with your name exactly as it appears on your ID and bank account.
- Record your pilot status and entry date, and put your earliest possible graduation date in a calendar.
- Add a small set of products you can test, and check each rate and returns policy before filming.
- Request free samples only for products you will film inside the posting window; use refundable samples when unsure.
- Keep every claim to what you have seen yourself, and link only products that actually appear in the video.
- At the end of the month, review final rather than estimated commission by product and drop items that keep coming back as refunds.
Limits of this guide
This guide is built from US and UK TikTok Shop Academy pages and terms as published on 1 October 2026. TikTok Shop revises them often, sometimes leaving an older FAQ underneath, and your app can show thresholds no public page mentions; when they disagree, the screen describes your account. Other markets have rules not covered here.
Meeting every requirement does not mean an application will be approved, that sellers will accept you, or that a product will sell. Nothing here is legal or tax advice; for questions about income, contracts or registering a business where you live, speak to a qualified accountant or adviser. If an enforcement decision looks wrong, appeal through the route the app offers and keep screenshots of every notice.
